Binary package hint: xserver-xorg-video-ati
This happens on a vostro 1000 with ati radeon xpress 200M integrated graphics. I removed proprietary fglrx driver following instruction on Ubuntu community pages. Doing this, made bug #498586 dissappear, but another one appear.

when the system starts, a blinking cursor appears after which the login screen should appear. Instead, vertical color pixel lines appear all over the screen. This also happens while changing user in a running system. A temporary 'workaround' is closing the lid of the laptop and re-opening it. This makes the lines dissappear and login screen shows up. This doesn't work when changing user in a running system, forced shut-down and reboot is neccessary.
