Xorg 7.4 Breaks ATI cards

Bug Description

Binary package hint: xserver-xorg-video-ati

Upon upgrading from Xorg 7.3 to 7.4 X no longer starts, and instead drops into bulletproof X, low graphics mode. I have found no solution for this problem.
