Radeon flickering line after sleep

Bug Description

Since Ubuntu 14.10, no matter what DE or version of Ubuntu (Xubuntu, Kubuntu), after sleep there is a flickering line at the bottom of my screen. For Kubuntu, it can be prevented by simply requiring a password after resume. For Unity, running "unity --replace" works as a workaround, and for Xubuntu, it's random as to whatever fixes it or not.

It has been an annoyance, but I don't want to go back to an earlier version of Ubuntu, as the Radeon driver in 14.10, actually now allows me to use WebGL in Chrome, and things like Google Maps.. (it was a big problem as the previous radeon driver had a lot of bugs on this GPU, most of which were in fact fixed). I also can't use FGLRX, because for whatever reason, it is actually slower than Ubuntu 14.10's included open source driver (weird, I know, right?) The driver is generally perfect, except this problem with the flickering line. I am using the VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] Seymour [Radeon HD 6400M/7400M Series].

Please assist, because this is a laptop, and can't just change graphics cards (I would if it was the solution though), and well, hitting hard times, so switching laptops isn't a choice. Besides, it's only 3 years old and still does everything I need done.

I would also like to add that I have completely reformatted the hard drive and reinstalled many other versions of Ubuntu, to find that 14.10 literally is the only one having this issue.

Happens to me too, not always but maybe 2 of 3 times after my computer comes back from suspend. This does not happen in Ubuntu 14.04

I would like to add, that in Kubuntu, it doesn't show up if I have it set to show the lock screen on resume. But if the lock screen is not set to be shown on resume (just go straight to my desktop), then the line does make an appearance again.

Currently using Kubuntu for now as a result, but I want to go back to Unity when this bug is fixed (since on Kubuntu, I can prevent it with the method above, but this trick isn't working on any other desktop environment).

Brandon MacEachern, thank you for reporting this bug to Ubuntu. Utopic reached EOL on July 23, 2015.
