dragging with Dell Mini 10v track pad is unforgiving

Bug Description

Binary package hint: xorg

Steps:
1. Have a Dell Mini 10v
2. Open a window such as a terminal in restored mode (that is not maximized)
3. Point with the trackpad to the title bar
4. Left click with the trackpad as usual
5. Drag the window

Result:
Dragging does not work

Workaround:
Ensure that you are clicking just on the very lowest corner of the trackpad, and then dragging works

Expected:
The area on the trackpad that supports clicking, and the area that supports dragging are the same

This is really a problem in the quirk that we ship in the synaptics packge.

Is this a dupe of bug 736523?

Fwiw, I have a Dell Mini 10v and can confirm that click + drag has quit working of of the last few weeks. Same behavior with unity vs. metacity.
