Two finger scrolling keeps scrolling down

Bug Description

Very often when two finger scroll is on the window will keep scrolling down way beyond where it should... sometimes the bottom of the screen.

 At a minimum, we need:
 1. the specific steps or actions you took that caused you to encounter the problem,
 2. the behavior you expected, and
 3. the behavior you actually encountered (in as much detail as possible).
 Please attach your X server configuration file (/etc/X11/xorg.conf) and X server log file (/var/log/Xorg.0.log) to the bug report as individual uncompressed file attachments using the "Attachment:" box below. Could you please also try to run without any /etc/X11/xorg.conf and let Xorg autodetect your display and video card? Please also attach the /var/log/Xorg.0.log from this attempt. Thanks in advance.

These are the steps I took:

1. I added these lines to my Xorg.conf:
 Option "VertTwoFingerScroll" "1"
 Option "HorizTwoFingerScroll" "1"
2. I expected two finger scrolling to work
3. I was able to scroll with two fingers however it would randomly scroll all the way to the bottom of the screen rather than the normal expected amount.

Here is my old Xorg.conf that I used until I turned off the feature.
