Bug Description
Binary package hint: xserver-
Keyboard was a legacy driver, the predecessor to kbd, that was included in gutsy. The only technological difference that I can find is that keyboard allows one to shift function keys, and kbd doesn't. One could switch between keyboard drivers by changing the relavent line in xorg.conf. This no longer works in hardy; kbd is still loaded even when keyboard is selected as the driver.

I would recommend that you file feature requests for the shift+function key support to be added to kbd. It sounds like a good feature to add.
