mouse won't click other windows after clicking the first

Bug Description

i can't click anything else outside of the first window i click when i startup ubuntu.

basically i startup the desktop enviroment, all good.

now let's say i click a button in the side launcher of the desktop like the "software update" button (or any other button), if i'm lucky i'l be able to work in that window and that window only, no other window can be clicked and neither can the window "minimize;close etc" buttons, but i can still move the mouse.

to click a second window or click the top part of my current window because i might want to, for example, close it, i have to hover the mouse over what i want to click, leave it there, physically unplug the usb mouse i'm using and plug it back in.

in ubuntu the close window button is orange and when you hover the mouse over it it will light up(normaly), with me it wont even light up, if i place the mouse on top of it and disconnect it, as soon as it's disconnected it light's up almost as if i have to refresh "mouse placement detection" in the desktop by selecting what i want, hovering over it and reconnecting the mouse on the usb port.

even if i'm working in a window and another one spontaneously appears on top of the one i'm working on, i can't click it, but i can click my original window behind it.

i have tried every version of ubuntu, 32/64 bit and even other distros. it happens in every single one.

i'm really lost and need desperate help to figure out what's wrong

i'ts running on a:
8120 fx AMD processor
16gb RAM
Nvidia gtx 660
