xscreensaver runs CPU intensive screensavers, even for a second login

Bug Description

Sometimes I allow another user to use my laptop for a time. I do not shut down my own login, I use the Switch User applet. The user who is inactive will eventually have the screensaver fire, usually with the default 'Random' setting, which is undesirable because:

1. it consumes considerable system resources on something pointless when there is an active user
2. it turns on my laptop's fan

A blank screensaver for the other user is more desirable in this (and probably not just this) circumstance.
