xscreensaver activates after logging in

Bug Description
Under certain conditions, Xscreensaver activates after a regular login thus requiring login credentials a second time in Lubuntu.
When I switch users in LXDE and then log out of the second user I get the login screen, as expected. Then when I enter the login credentials for the first user, the next thing I am greeted with is Xscreensaver's login. So I actually need to log in twice, in two different ways, to get back to the original session. This happens even if I am only out of the original user's desktop for a few seconds.
I would expect that the login screen should get me fully back to my original desktop without needing to enter the password a second time at the Xscreensaver.
