Bug Description
tested on jammy. test case:
find /etc/xpra || sudo apt install xpra
sudo apt purge xpra
find /etc/xpra && echo "the directory should no longer exist after purge"
You will get a warning "dpkg: warning: while removing xpra, directory '/etc/xpra' not empty so not removed"
