xpenguins-applet can't be added to the panel

Bug Description

(I'm opening this bug after the symptoms of bug #37669 changed)

On an up-to-date Ubuntu Dapper i386 install, adding xpenguins-applet to the panel doesn't work and gives an error message.

Steps to reproduce:
1) apt-get install xpenguins-applet
2) Right click on your panel and select Add to Panel...
3) Select the XPenguins applet and click on Add

Expected results:
1) An applet attaches to my panel allowing me to control some zany penguins doing various entertaining activities on my desktop.

Actual results:
1) Error message dialog box pops up saying "The panel encountered a problem while loading "OAFIID:XPenguinsApplet". Do you want to delete the applet from your configuration?" with Delete and Don't delete buttons on it.

If there's a way of getting more information about this "problem" please let me know. Screenshot on its way.

After recent tests which _did_ freeze up the panels again, this bug has gone back to the original incarnation at bug #37669 (sorry)

I can reproduce this behaviour on Feisty with
xpenguins-applet 2.1.1-3.1

This Bug seems to be a duplicate of Bug #185997. (Actually, it's the other way round, but as the other report is more up-to-date, I will mark this one as duplicate)
