[failsafeXinit] Hebrew glyphs appear as squares

Bug Description

Binary package hint: xorg

Hebrew is not displayed correctly in failsafeXinit, is there any way to make it work the way Debian Installer renders Hebrew?

If its not possible we should disable the Hebrew translation.

This bug is potentially a security vulnerability since an unexperienced user can't determine what should he do in case of graphics failure or recovery mode, thus making the computer unusable or may lead to unwanted actions that could harm the operating system.

Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

Thank you for taking the time to report this bug and helping to make Ubuntu better. Please execute the following command in a terminal after reproducing the issue, and it it will automatically gather debugging information needed for this bug:

  apport-collect 693921

(You may need to install the python-launchpadlib package from the universe repository. Additionally, when prompted to give apport-collect permissions for Launchpad you will need to give it at least the ability to "Change Non-Private" data as it will be adding information to your bug report.)
