Apps hog xorg even when not visible

Bug Description

xserver xorg is not aware applications are not in view or not visible. So when applications are minimized they continue to hog precious cpu/xorg cycles slowing down the whole desktop.

This is happening everywhere in the desktop.

This is not multi-head related. It is not a duplicate of a later bug.

The issue involves applications using xorg cycles while they are not visible or minimized.
