Bug Description
My external monitor is not correctly detected (low res, picture out of screen). I somewhere read it could be the cable, but I have a full 15pin VGA-cable attached to it. It did not work on 8.10 either. Is this a thing with the combination of graphics card monitor, or is it only details in som hardware database that is missing. It seems that a lot of people are having trouble especially with Samsunc monitors...

Each monitor typically carries EDID data that describes the monitors dimensions, resolution capabilities etc. When you connect a monitor to a computer the X server will typically query the monitor for this information. However, some monitors actually return the wrong data and in that case it's necessary to hardcode a quirk for that model/make in the X server. I don't know if you actually have an EDID issue though.
FWIW, I have a samsung syncmaster 2253bw (not exactly the same but close) and it works perfectly with ubuntu straight out of the box when used as the primary monitor for my desktop box at least.
Anyway, as a first step can you please run this command to provide more information about your hw/sw config:
apport-collect 367824
