Bug Description
Binary package hint: yelp
video playback is flawed since I upgraded to Intrepid Ibex. If I play a video (any format) with Totem or VLC I see the video, but the playback is flawed - the video image disappears briefly maybe once a second. If I move my mouse during playback, the flashing increases. Its like the playback is being affected by I/O interrupts or something.

not a yelp issue, could be a video driver one since you're having the same issue with totem and VLC. this reports needs to be reassigned.
