xorg does not synchronize to vertical refresh

Binary package hint: xorg
I am using kubuntu/hardy on about 5 different machines with a variety of hardware--new machines, old ones, laptops.. Some have nVidia cards, some intel, and some others. Some are using hardware-
All machines have the same problem: xorg wants to update the screen contents faster than the screen can refresh. The result is that any object that is moving across the screen (especially if it is moving horizontally) appears torn apart. This is not a new bug, it has been apparent in x for about as long as I can remember.
The correct approach, to my understanding, is to hold all updates until the screen has finished its refresh cycle. This seems like a very fundamental problem to me, so I'm surprised I couldn't find it reported already.
Is this something that is already known / being worked on?
