I see this bug too. I use automatic login and can't switch between swedish and english keyboard. Only if I log out and back in again can I switch keyboard. No such problems were in the 7.10 release.

The fix is here https://bugs.launchpad.net/ubuntu/+source/xserver-xorg-input-keyboard/+bug/196277

Adding "setxkbmap" to gnome session helped me.

Does the fix suggested by c4pp4 help?

The fix suggested by c4pp4 did help. I added this to InputDevice:
 Option "XkbLayout" "se,us"
 Option "XkbOptions" "grp:alt_shift_toggle"

Then it seems to work. However I don't know if I can now edit the keyboard layouts in the GUI.

I have not tried the setxkbmap fix.
