Caps lock confused after suspend and resume

This is after the upgrade to from 22.04 LTS. The caps lock key is reversed after suspend and resume and it doesn't work for the German characters on the keyboard.
with caps lock enabled:

xset q says all the time Caps Lock: off regardless.
