Multiple display issues after upgrade of XPS 15 7590 with Ubuntu 22.10

Bug Description

After updating Ubuntu on a Dell XPS 15 7590 from version 22.04 to 22.10 Kinetic (presently running 5.19.0-27), there are multiple display issues.

- Brightness is set at 100% and cannot be changed.
- Brightness controls do not work, they are assigned different types of controls, brightness down button maximizes an internet window, brightness up shows the page code (see video file attached).
- Display driver is reported to have been installed manually, which obviously it was not, graphic adapter drivers (Nouveau or NVidia legacy) cannot be selected (see screenshot attached).

Obviously all these issues remain after switching from XOrg to Wayland (running Ubuntu on Wayland) and rebooting the laptop.

We'll focus on the brightness issues here, which partly sounds like a keyboard issue. Did you try holding down Fn while pressing the brightness keys? It might just be in Fn-lock mode.

Daniel, very good hint, it works when holding [Fn] down.
Then I can also toggle the function keys action by pressing [Fn]+[ESC] (that has a small Fn lock icon painted on it), did not even know about this.
There is also a disable Fn-Lock option in the BIOS settings, POST-Behaviour, but this remains effect-less on deactivating the Fn-Lock, have still to do it manually after start-up.

So what is the way forward now, do I have to fill another bug report for the separate display driver issue?
