Ubuntu won't shutdown or restart

Bug Description
When i try to shutdown it keeps showing shutting down. I have Hp probook 450 G2 where i recently installed ubuntu. I've dual boot enabled.

1) Is this something that started to happen after an update? If so, which specifically?
