Bug Description
I upgraded from 12.04 to 14.04 after which i have noticed this issue and able to reproduce it.
After the system discharges during suspend state and i reboot it after connecting power. The screen brightness is very low.
Sometimes the decrease brightness key works which infact increases the brightness. Cannot increase brightness from Brightness and Lock.
Another restart fixes the brightness.

As well, given the information from the prior release is already available, testing a release prior to the development one would not be helpful.
