xorg will fail to start with error log /var/log/Xorg.0.log

Bug Description

xorg will fail to start upon the first time reboot after switch to iGPU mode(Broadwell + AMD Topaz XT Radeon R7 M260)
........

(EE) AIGLX error: dlopen of /usr/lib/x86_64-linux-gnu/dri/swrast_dri.so failed (/usr/lib/x86_64-linux-gnu/dri/swrast_dri.so: undefined symbol: _glapi_tls_Dispatch)

(II) GLX: no usable GL providers found for screen 0

Steps to reproduce:
1. install amd fglrx driver and switch iGPU mode.
2. reboot and issue will happen.
3. after another reboot, issue will disappear and swrast_dri.so would load successfully, xorg could start successfully.
