Bug Description
OS: ubuntu 22.04, with both Hebrew and English installed. Currently English is selected.
In Pycharm editor:
When pressing "CTRL /", the "/" key is interpreted as it was in Hebrew: "."

For the desktop, console-setup only handles the declaration of the keyboard mappings; the actual toggling between keymaps is handled up the stack in the X or Wayland stack. Are you using X or Wayland here?
