Bug Description

When I'm scrolling a page in Firefox, I experience some screen tearing. It's also obvious while playing fullscreen videos on Youtube.
P.S. I also tested it with this website: https://www.vsynctester.com/ and also this video: https://www.youtube.com/watch?v=0RvIbVmCOxg (while playing in 60fps)

If the problem is only occurring in fullscreen windows then this is bug 1754284.

If the problem occurs in smaller windows then please report bugs against those apps.
