Screen tearing with 2 or more monitors in Xorg is a known problem, unlikely to be fixed.

Using Wayland should solve this. Although for GNOME, Wayland doesn't yet perform well enough. And I don't know what the status of KDE with Wayland is.

Changed in xorg-server (Ubuntu):
importance: Undecided → Medium
status: New → Triaged

Try the following:

xrandr --output DVI-D-0 --set TearFree 1

You may need a different output e.g. HDMI-A-0
You can list your outputs by just running "xrandr"

Apply the TearFree option to all of your monitors and try again
