[radeon] boot error, low resolution graphic mode

Bug Description

This error only takes a short time, I suppose it must be due to some update of the Kernel or due to a change in Xorg. It does not always happen, only on some occasions when (re) starting the system the error "graphic mode in low resolution" appears but the appearance of the desktop is the same. I do not use high resolution graphics or 3D games. Only typical desktop applications.

Ubuntu 16.04 (xenial) reached end-of-standard-support on April 29, 2021.
