Acceleration lost after upgrading from 16.10 to 17.04

Bug Description

Hi,

on my ASRock Beebox N3150,
00:02.0 VGA compatible controller: Intel Corporation Atom/Celeron/Pentium Processor x5-E8000/J3xxx/N3xxx Integrated Graphics Controller (rev 21)

the graphics became significantly slower after upgrading from 16.10 to 17.04. Swapping windows or desktops does not really happen instantly anymore and became a process with sometimes visible progress. It looks as if the hardware acceleration was lost during update.
