Xorg does not terminate at computer shutdown

Whenever I reboot the system, it seems to hang for a long time towards the end of the shutdown. I found out it's because of the /etc/init.d/sendsigs script's do_stop() function where it waits up to 5 minutes for $(upstart_killed_jobs) to report that all the jobs have been killed.

When the server comes back up there's a dialog box prompting me to report a bug that was detected. The bug "summary" above was filled in automatically. I'm a bit surprised to find out that it's Xorg that's preventing the shutdown, since I see X exit and the shutdown sequence displayed on a terminal.
