The aforementioned HWE EOL upgrade test using Ubuntu GNOME amd64 Trusty w/Wily HWE failed in the same manner as the original test so I'm leaning towards this being Ubuntu GNOME specific. I'll try to test another flavor or two to verify that ASAP but I'll be AFK for several hours.
