keysym less overwrites both keysym less + keysym y (on top of running qwertz-de layout)

Bug Description

i have the .Xmodmap file in the user home directory and load it on startup.
setting keysym less overwrites keysym y AND keysym less, so when pressing the 'y' key, i get an '<'. so do i when i press the real '<' key.
i also tried setting keysym less to 'a', then it was 'a' for both keys.
see problem 2 in the attachement.
