x11-common update breaks because of xli files in /usr/X11R6/bin

Bug Description

That's /usr/X11R6/bin/{xli,xlito}, and xli version 1.17.0-2. Status "install ok unpacked" right now.

Will attach logs as soon as upgrade is over ...

Not an update-manager bug, reassigning to correct source package. Missed this one for the X.Org /usr transition.

This prevents a dist-upgrade from Dapper to Edgy.

Is it possible to make an update to Dapper with Conflicts: x11-common (>=nnn) where "nnn" stands for the version where /usr/X11R6/bin was removed?

I'm thinking the fix should actually go the other way around, with a high-priority fix for x11-common in Edgy. Looks to me like that would be #67996
