I suggest looking through the OpenSSL notes in the Jammy Release Notes: https://discourse.ubuntu.com/t/jammy-jellyfish-release-notes/24668

The OpenSSL security defaults have been raised in this release and it's possible your VPN's configuration doesn't meet the minimum safety guidelines.

I have look your suggestion but the problem is failed to open the connection it is never reach the l2tp server
