num lock does not remap to caps lock correctly from keyboard layout program

Bug Description
Hi ,
I have a T400 lenovo Laptop running Ubuntu 11.10
I would like to remap the caps lock key to have the same functionality as num lock key.
I tried the software "keyboard layout" that comes packaged with ubuntu.
I opened it. From there I clicked Options and another menu poped out.
Then I click on Caps Lock key behavior and choose "Make Caps Lock an additional Num Lock"
After this for some reason when I press Caps Lock nothing happens. However , when I enable my Num Lock
and then press Caps Lock then this disables num lock. so the only thing not working is enabling num lock with
the caps lock.
Could you take a look at this please.
