Russian phonetic layout could be improved

Bug Description
Binary package hint: xkeyboard-config
Latin "V" transliterates pretty good into cyrillic "VE", and even there is no proper transliteration for latin "W", but it looks pretty much like cyrillic "ZHE". Have no idea why in the current russian phonetic layout "W" is "VE" and "V" is "ZHE".
I would like to suggest a replacement for these two.
Otherwise I have to do this manually every time I install/upgrade a system.
