The 3rd level all mixed up on keyboard after upgrade from Jaunty to Karmic

Bug Description
After upgradind from Ubuntu Jaunty to Karmic, I have not had the at (@) sign in my keyboard anymore. I use the Finnish layout.
In the Finnish keyboard layout you need to press AltGr + 2 to get the sign sorely needed in email communication.
Actually, most of the 3rd level seems to be mixed up.
