holding the mute button down should not repeat the action

Bug Description

This is jaunty x86-64 I'm unsure of the package.

If you press and hold the mute button the system rapidly mutes and unmutes back and forth.

I don't think there is any benefit to this behavior at the very least it should take a second before starting this behavior.

I think kxb handles repeats. And I can confirm this on Xubuntu 9.10.

I cannot verify on Ubuntu 10.04.
