Keyboard layout forgotten (hardy)

Bug Description

When I open Keyboard Preferences, click the Layouts tab, add United Kingdom to Selected Layouts and select United Kingdom from the list, it remembers my keyboard layout only until I reboot. After this it will go back to USA layout (even though the list still shows United Kingdom is selected). To get United Kingdom layout back I have to remove it and re-add it to the list.

I confirm this bug with a Swedish keyboard layout. It appeared as I upgraded to Hardy Heron.

I can confirm this for my own system, and it has been reported here:

which I've marked as a duplicate of this bug.
