"Default" keyboard settings are seemingly incompatible with GNOME

Bug Description

If I get rid of my xorg.conf, or create a clean one via dpkg-reconfigure, when I log into GNOME I get the old "X system keyboard settings differ from your current GNOME keyboard settings"[1] error. (This has supposedly been dropped from GNOME now.)

If I choose "Keep GNOME Settings", and then go to keyboard settings, I see "United Kingdom" as my layout.

If I click "Reset to Defaults", I get eight (!) copies of this dialogue about "Error activating XKB configuration", and then my layout is set to "uk" (sic).

I can then add the "United Kingdom" layout again and remove the "uk" one.

Something seems broken here!

With "default" layout ("uk"):

So it seems that it's just the GConf settings that are different.

Hi alex-weej,

Thank you for taking the time to report this bug and helping to make Ubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering is this still an issue for you? Can you try with the latest development release of Ubuntu? (ISOs are available from cdimage.ubuntu.com)

If it remains an issue, could you also attach a new /var/log/Xorg.0.log?

The output of lspci -vvnn would also be worth having.
