Num-lock not working with de-neo2 keyboard-layout

Bug Description
When having the German(neo2) keyboard layout selected, numlock is not working correctly:
* The numlock key does not allow tow toggle numlock state
* To toggle numlock on/off another layout has to be selected
* If numlock is activated FN keys are not working (only if neo2 layout is selected)
* FN keys work if Numlock is deactivated
* trying to activate numlock using numlockx gives the following error:
X Error of failed request: BadValue (integer parameter out of range for operation)

Minor opcode of failed request: 2 (X_XTestFakeInput)
Value in failed request: 0x0
