get incorrect keyboard layout in console in 12.04

Bug Description

(i copy my irc chat posts:)
hello. i have installed 12.04 with russian, then selected tatar and english layouts, and i have {only or unchangable } russian layout in ctrl+alt+f1 . i have tried dpkg reconfigure console-data, it helped, but become only english, and become russian back after restart. then i tried dpkg reconfigure console-setup ... it did not help as i remember .. i should rstart something .. or reboot .. i ll look

sudo dpkg-reconfigure keyboard-configuration also dont work

also i have now gray squares in console instead of letters, that is probably after "... console-setup". (and i say about what i have login prompt, i cannot even login with that layout).

i have checked it in other laptop with ubuntu 12.04 installed, and it doesn't have it.
in this new installation with bug i used update during install.

i have checked it with the livecd from which i installed it. but it is not cd but usb flash drive. it has rememebered some my installation parameters. may be for that it loads with russian language. and it is also buggy. ctrl+alt+f1 console in livecd has only russian keyboard layoout enabled. alt+shift does not work. i know it is windows shortcut. and now i am searching for default linux shortcut... i have not found... shift+shift, alt+alt don't work, and there is only one ctrl.
