Windows don't resize

1) I can't resize windows for any program. They appear on a fixed size which is +/- half width and a bit more 75% height of screen and I can't find the window resize widget. Full screen windows keep this size.
2) I can't move windows. They appear on a fixed position on the screen and can't be moved.

Confirmed on a Toshiba laptop...
further diagnostics:
on the system settings menu, the settings page for the window manager appears empty!

Hello.

It's not perfectly clear whether this bug happens on the Live CD, or on a Ubuntu 9.10 installation from an USB. This is important when clarifying which package this bug is related to.

- Confirmed for Dell laptop and for HP thin client.
- xubuntu 9.10 beta
- CD transferred to USB stick, USB stick running as live system
- important: the bug happens not allways: some boots it happens, other boots it does not.

Confirmed for Acer Aspire One 150-Ab, with Xubuntu 9.10 final.
Installation from USB stick, created with usb-creator, in Xubuntu 9.04.

Bug also present in a second installation (Aspire One), in which USB stick was created again.
Xfwm4 is not running, and it is necessary to start it from a terminal.

(Did not affect running in Live mode from the stick.)
