xfce4 new window stacking order is wrong

Bug Description

In Jaunty, if "Automatically give focus to newly created windows" is not selected, all new windows appear behind the currently active window. This makes you wonder why your application hasn't started. It's rather annoying.

It did not used to do this before Jaunty (xfce4 4.6.0). It worked correctly on Intrepid (4.4.2.1).

If you turn on "Automatically give focus to newly created windows", the initial stacking order is correct, except that I don't want new windows to have the focus.
