xfsprogs in 21.04 is too old and xfs_admin does not support -O option

Bug Description

I would like to set bigtime=1 on my XFS file systems but I cannot because xfsprogs is too old to support -O option in xfs_admin. Please update xfstools to 5.11.

22.04 has version 5.13, and 21.04 is no longer supported. 20.04 runs a kernel that doesn't support bigtime. I don't think there is anything more to do.
