Bug Description
In the installer, I chose English language, but a German keyboard. In the
installed system, the keyboard worked correctly on the text consoles, but
X/Gnome defaulted to English PC-104 (QWERTY, no "<" and ">", no Umlauts...). It
should have been German PC-105.
The locale was also wrong, it defaulted to POSIX and should have been en_US (I
changed it to en_US.UTF-8); this is another bug, but maybe it somehow influences
this bug.

Yes it does. If you want to get a german keyboard at the moment you need to get
en_DE or similar.
And there are also duplicate for this problem where we explain that it will be
fixed for hoary.
