The Xubuntu Team would like to include xfpanel-switch 1.0.2 in wily. This new release (over 1.0) includes 5 pre-installed templates, translations, and several bug fixes. No packages currently depend on xfpanel-switch, and there is no regression potential since this release does not have any new functionality, only bug fixes.

        have full support for German, Lithuanian, Serbian, and
        Swedish. Partial Russian support is also included.

If you're asking for UIFe then unless it changes the default UI (doesn't seem like it does), you don't need one either. But you have docs +1 either way. So do it.
