the jaunty xfig-doc package, Version 3.2.5 contains the pdf documentation referring to xfig 3.2.4, which is quite outdated

the lucid package of xfig still contains the 3.2.4 pdf manual in
/usr/share/doc/xfig/xfig_ref_en.pdf

You are right, there currently is no automatism to build xfig_ref_en.pdf from the HTML documentation. This is done manually by upstream maintainer and not on every documentation change.

This was fixed in 1:3.2.8-2 which is available in jammy and kinetic
