Xubuntu 16.04 failing installing software , Have to run apt-get update everytime

Bug Description

Hi,

Using :
Description: Ubuntu 16.04 LTS
Release: 16.04

Almost everytime I need to install a software on command line, Following appears:
Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Unable to locate package skype

After running apt-get update, The installation works as expected. The Canonical partners is activated in repo. options.

Feels like this is a system bug. Anybody with same problem?

It's highly unlikely. I'm confused why each time you install software, you install skype, though?

I'm not sure what you're trying to achieve here. Can you provide some more details? What's your sources.list, what does apt-cache policy say, what is in /var/cache/apt/archives (run ls on it).
