XUbuntu: German localization incomplete despite "Translations" section in launchpad shows it as completed

Bug Description

After installing XUbuntu Gutsy from the Desktop CD, I noticed that the german translation is not complete yet. So I looked around on the "Translations" section of Launchpad and found that all the relevant packages have no "untranslated" strings or any that "need review".

As an example, the text on the XFCE-menu reads "Applications" even though most of the rest of the desktop is localized. This should be in xfce-panel, shouldn't it? Additionally, there are entries like "AppFinder" and "Bulk Rename" in the menu.

So, to me it seems that the state of the translation here on launchpad does not match what was shipped on the CDs. I'm reporting this in the hope that someone more familiar with XUbuntu's localization system will know which packages might be affected and how to fix this.

Xfce doesn't use Rosetta, so translations issues have to be reported upstream to be integrated to the next release.
