mouse themes don't work on xubuntu

Bug Description
After installing some X11 mouse cursor themes to my ~/.icons/ folder, they worked correctly at first, but then did not work after a few days. When I try to apply a theme, it doesn't work. When I boot up Xubuntu, the mouse cursor theme is some little black arrow and clock (when busy), NOT the default "Human" theme, nor any of the themes I try to select.

I should also add that when hovering the mouse cursor over certain apps (Firefox, most notably), the mouse cursor changes to the correct mouse theme I have chosen. When I move the mouse cursor away from Firefox, the cursor goes back to being the little black cursor.
