keyboard layout applet doesn't change languages on a mouse click

Bug Description
Xubuntu 21.04 fresh install. I have to keyboard layouts in the system: English (default) and Polish (secondary).
Previous behaviour was a change to the other layout on a icon click in the panel.
A plugin comes default with 21.04 doesn't change it. Stays English all the time.
